What is a Manager of Learning and Development?

As an integral member of the Organizational Development and HR team, the Manager of Learning and Development is responsible for the assessment, design, implementation and evaluation of programs that facilitate the professional development and continuous learning of all 211 employees.  The Manager of Learning and Development is responsible for the onboarding, professional/career development programs, leadership development and other programs such as diversity and inclusion. The right person for this position is a practitioner of the ADDIE model and can not only lead a team, but also roll up their sleeves and develop and implement courses and programs. The role requires exceptional project management skills, communication skills and instructional design skills. The Manager of Learning and Development reports directly to the VP of Organizational Development and HR and has 3 direct reports.

Essential Results

Delivers an exceptional new hire orientation experience.

  • Creates processes and frameworks that can be implemented in other departments.
  • Identifies the appropriate and cost-effective learning methods and evaluates whether learning outcomes are achieved.
  • Leads the implementation and maintenance of a learning lab for hands-on training.
  • Creates tools for new hires to understand their expected level of proficiency and partners with Supervisors to implement.
  • Ensures the creation and maintenance of an agency-wide orientation program as well as specific orientation programs per department.

Designs, develops and delivers professional development and performance solutions.

  • Conducts needs assessments for various roles and positions and determines appropriate learning solution(s).
  • Works with SMEs to identify content and designs learning solutions that are engaging, interactive and achieves results.
  • Develops curriculum for various roles and positions and defines a strategy for delivering the curriculum whether it's through "off the shelf" courseware or custom courseware.
  • Utilizes various learning methods such instructor lead (both synchronous and asynchronous), e-learning, simulations.
  • Evaluates the effectiveness of learning solutions on an ongoing basis.
  • Identifies and implements ongoing development needs.
  • Consistently assesses and measures training and development programs to ensure relevancy to the needs of the changing business landscape.
  • Trains subject matter experts on effective delivery strategies.

Develops Leaders at all Levels.

  • Develops a leadership framework for the various leadership levels at 211.
  • Identifies, designs, and develops learning solutions for various leadership levels.
  • Is considered the subject matter expert on leadership development.
  • Partners with the HR team members to deliver supervisor and leadership training.

Ensures the training team receives leadership, guidance and support.

  • Sets priorities and goals with the training team on a quarterly basis that is aligned with the goals of Organizational Development and the strategy of 211.
  • Meets with direct reports regularly to provide coaching and mentoring in a way that continuously inspires and motivates high performance, positive team culture, empowerment, and opportunities for growth and success.
  • Leads a culture of continuous learning and development to ensure there is a pipeline of ready-now candidates to fill vacancies internally.
  • Models and promotes 2-1-1 San Diego values and culture and provides opportunities and coaching for co-workers to do the same.

Qualifications

Samples of learning solutions will be required by those that are selected for interiews.

  • Master's degree required, preferably in Organizational Development or Educational and Instructional Technology.
  • Minimum of four years developing and implementing programs.
  • Experience in nonprofit and social services preferred.
  • High degree of learning agility, self-awareness, and problem solving skills.
  • High tolerance of ambiguity.
  • Thrives in a fast-paced environment.
  • Able to see the big picture of an organizational system, understands the context of organizations' functions, and has strong diagnostic skills.
  • Demonstrates excellent communication skills
  • Is considered an expert in instructional design following the ADDIE model
  • Exceptional project management skills and can point to examples
  • Vast experience with different learning technologies
  • Able to present in front of small and large audiences
  • Excellent collaborator
  • Background in leadership development models
